Has anyone had a similar problem and can suggest the direction I should be looking to find the culprit? Rebooted in to Safe Mode and hey presto, back to 60+. So, re-enabled normal start up and Home Group working perfectly but back to square one. Then I tried to get my Home Group working properly again, the desktop could see the Windows laptop and netbook but not vice versa. Two weeks ago I finally got round to removing the graphics card. Often the upload speed was better than the download. I disabled many start up processes to no avail. My old Dell laptop running Ubuntu Linux was still getting 60+ so I knew it wasn't the ISP's problem. In January it was obvious that connection speeds were really slow. I did not check on Speedtest after install. Then installed a Radeon Graphics card instead of the onboard Intel graphics. I checked frequently on until ealy November.

If you’re worried about how big companies use your data, Signal may be the secure messaging service you need.Last September I bought a new desktop running Win7 64 bit and at the same time changed ISP to get cable fibre optic. Whether you use Signal as a standalone mobile app or via its desktop software, it functions the same way. You’ll know if anyone has tried to access a conversation they don’t have permission for, as Signal notifies you when someone’s tried to use a different safety number.
WHISPER 32 WINDOWS 7 64 BIT CODE
It’s a unique numerical code that has to be verified before you can send messages. Signal uses a ‘safety number’ to verify chats. It lets you share and create your own stickers to spruce up messages and create group chats. You’ll never have to pay additional fees for using Signal. You can send voicemails and texts and make video and voice calls, all through your phone’s data connection. As well as all the features you’d expect, it provides peace of mind since your data is safe and secure. If you don’t like the idea of using something like Whatsapp that’s tied to a company that’s known for distributing user data, Signal could be just what you’re looking for. This freedom means that Signal (the product) is available as open-source, so it’s peer-reviewed and funded entirely by donations and grants. As an independent nonprofit, Signal (the company) has absolutely no interference from any major corporations. Signal posits itself as the most secure messaging service there is, and a big part of this is how it works.
